The Water Investment Support Facility (WISF) is a EuropeAid project designed to help implement the EU Water Initiative (EUWI) in the ex-USSR through provision of a project preparation service for the development banks operating in the region. WISF project preparation support helps mobilize investment in water sector in the seven states – Azerbaijan, Georgia, Armenia, Moldova, Uzbekistan, Kyrgyzstan and Tajikistan). The recent project’s objective for Azerbaijan is to carry out project preparation study for National Water Supply and Sanitation Project developed by World Bank.

The TA is associated with the Azerbaijan Urban Water Supply and Sanitation Project, approved by ADB. Preparation of the Azerbaijan Real Estate Registration Project

Supporting River Basin and Flood Management Planning

The TA objective is to support the capacity building of a river basin and flood management planning cell (RBFMPC), that has been set up within the Science, Project, Construction and Foreign Relations division of the State Amelioration and Irrigation Agency (SAIA), which was reformed within the Ministry of Agriculture (MOA) from the State Amelioration and Irrigation Committee in October 2004. SAIA is responsible for developing and managing water resources throughout Azerbaijan. The RBFMPC will be responsible to adopt a basin-wide water resources planning and management approach, incorporating community participation to undertake water resources assessment, and develop a strategic planning framework and national water policy.

The goal of the TA [technical assistance] is to support the Government's efforts to create a policy environment conducive to broad-based, socially equitable, and sustainable economic growth. Its purpose is to help the Government build capacity for economic policy analysis and advice at Center of Economic Reforms (CER). The expected outputs of the TA are (i) models for making macroeconomic projections and analyzing the impact of economic policies and external shocks on the economy and poverty; (ii) enhanced skills of CER staff and government officials to carry out economic policy analysis; (iii) quarterly economic reviews in Azeri and English, analyzing prevailing economic trends and short- and medium-term macroeconomic projections; and (iv) policy notes and papers on specific economic issues of particular importance to the country.
